The points I think come out good: the uniform in general and his expression..

Overall Vision Originality Technique ImpactI haven't seen many anime/manga drawings done in such detail in blue pen. To be honest I think that the style of shading used in this style is quite difficult to achieve, especially in pen, so I think the drawing itself gains a lot of merit because of the shading. Moreover, the contrasts you have managed to achieve add life to the painting along with the visible pen hatchings.
The composition itself is very dynamic, in contrast with what the subject is about. I think the proportions of the boy are very well done, I think the right eye should be the same size as the left, but that is just an observation. I think the hand to face proportion is good too.
I wonder what this drawing would look like if you layered different coloured pens (just a thought on another alternative). Over all a nice, well done drawing. Congrats!
